The Central Investigation Unit (CIU) lives within the UM System Office of Ethics,Compliance and Audit Services and exists to provide investigative services and independent fact-finding for the University of Missouri System, its four campuses, MU Health Care and to the community of staff and students. We encourage those who see activity that they believe could be unethical, or violate law, regulations or University policy to report that activity using one of the methods below.
What kinds of conduct should I report?
If you are in danger or you are witness to a crime in progress, report the matter by dialing 911 immediately.
As outlined above, if you suspect wrongdoing or unethical behavior, you should report your concerns using one of the methods below. This includes, but is not limited to, inappropriate financial behavior, waste, fraud or abuse, conflicts of interest, unethical conduct and violations of laws, rules, regulations, university policies or our Code of Conduct.

How can I report?
- Contact the CIU directly by emailing the investigative team at edward.caprio.@umsystem.edu.
- Submit your report through the Integrity and Accountability Hotline. This is a third-party service that is not hosted by the University. This method provides the person reporting concerns with the option to do so anonymously.
- Those who report though the hotline will be given an access code. It is possible that investigators may need to secure additional information from you, or simply need to clarify points you made in your complaint. Please retain this access code and check back on the case you submitted frequently, as it is possible the investigators or hotline administrators will try to communicate with you through the third-party app to preserve your anonymity.
Anonymity and protection from retaliation
We work hard to protect the anonymity of those who report wrong doing and to withhold their identity. However, depending on the circumstances presented, it may not be realistic to expect that your identity will be able to remain hidden. If you have concerns about your anonymity, please discuss with the investigator.
The university takes claims of retaliation seriously, and anyone found engaging in retaliation will be subject to disciplinary action. Any threat of or attempt to penalize or retaliate against an employee or student for filing a good faith report regarding university-related misconduct, will be considered a separate and distinct violation of university policy. More on the University’s position against retaliation can be found in your campus’ Code of Conduct on page 13.
If you believe you have been retaliated against for reporting a concern in good faith, or because of your participation in an investigation of reported wrongdoing, please immediately report this to the investigator or report this concern through the Integrity and Accountability Hotline; a link to which can be found above.
